On Tuesday night June 2, we had our regular meeting of the Crowsnest Pass Council.
The definition I have always been given for items to go into camera was that they must be either, Land, Legal or Personnel.
We were presented with an agenda that included four items in camera no question three of them fell under the criteria described previously. A fourth an issue with the Crowsnest Centre and its gas bill with Nexen, did not. Therefore, I moved to take that item out of camera and place it under Other Business. The Mayor disagreed with me so I challenged his ruling, after ten minutes of trying to figure out if our procedural bylaw required a two thirds or majority vote, the majority of council agreed with me the agenda was changed.
What led to this issue? on May 12 because the municipality guarantees the Crowsnest Centres gas bill with Nexen, the municipal accounting department was contacted and told that there was an outstanding balance of $21,720.97 owed to Nexen by the centre.
A cheque was issued for Nexen, now our municipal policy requires the signatures of one member of administration and one member of council on all cheques. I was called and asked if I could sign some cheques. Seeing this cheque for the centre, I requested to know from administration why we were doing this. For several reasons, this almost $22,000 was not allowed for in our budget, the Crowsnest Centre board are on record stating that they would require no financial assistance from the municipality this year. In addition, there have been many articles in the local media telling us how well the centre is doing. Therefore, I refused to sign the cheque and requested administration to bring this to the next council meeting with an explanation.
During the debate under other business, the Mayor scolded me for refusing to sign the cheque, when Councilor MacLeod questioned him as to “would you have signed the cheque?” “No”. “Would you have asked questions?” “Yes”. “So you would have done the same as Councilor Ward?” I could not hear the answer to this question clearly.
Anyway to resolving the issue of the outstanding balance and why it came to the municipality. We were told that apparently the bill had gone to the wrong address! Well these bills are over $5000 per month, you would not notice if your gas bill did not show up? These are a reoccurring payables something that as to be paid on a regular basis. Secondly, if the bills are not showing up and the business is doing well should the bill not be paid the moment it is brought to their attention?
Not over a five-week period, then we find out that the centre is requesting almost $3500 from the municipality, which would assist them with paying this overdue bill. Council had agreed to rebate the centre for the cost difference of running their old boiler versus a new one. Which I personally did not agree with but council did pass that motion so we have to live with it.
During our debate a question arising as to if there are any outstanding monies owed to the municipality by the centre, our Financial Officer tells us that there is. I asked the question how much? To which I am told that she would prefer to confirm the number and give it to us the next day. At that point, I ask is it more than $3500 to which I am told yes. Therefore, I made a motion that we not rebate the $3500 until the outstanding bill is cleared up, at this point Councilor Mitchell states that some of the bills are in dispute. Which may well be the case, but I felt then the municipality’s administration and the centre’s manager should sit down and resolve them. The majority of council agreed.
Now why would this information have not been made public?

Interesting. What you fail to mention is:
1. A member of the administration was asked about where the gas bills had gone to in early April (remember the change in suppliers didn’t take place until mid Feb.)and replied Nexen were having some problems getting those bills out.
2. That there were also some errors in that billing and the Centre was over charged. There were problems contacting Nexen, they had answering machines on their phones and did not return their messages. Would you not expect a supplier to contact the account holder first if they had a problem? Would you pay a bill that was not correct? Just because a business is doing well doesn’t mean it’s cash flow is great at all times.
You might be more credible if you revealed all the facts not just the ones that suited your mission.

Ingrid thanks for your comments, thank goodness we live in the Crowsnest Pass where we all have a right to our opinions, no matter how different they are. Thankfully its not like the old USSR where the establishment controlled the media and only put out there version of the facts, or where the right people would attempt to bully, intimidate, denouce, or spread false rumours about people that disagree with the official party line. May be I was confused the impression I have been given from what I have seen and read is that the Centre as never done so well.

You are correct. Thank goodness that we live here and not in a society that only releases one version of the facts. And thank you for leaving the comment up as it is your blog and you can do what you please with comments.
The point is not – whatever is going on with the never ending saga of the Centre but rather the spin that modern politicians put on whatever their present mission happens to be. Although this is not a new tactic it is highly irritating at least to this voter. It would be a much better valley (and world) If all the facts were presented on any given topic rather than just the ones that suited their pet projects. I do believe any cause will stand on its own two feet if all the facts are presented. I realize this is a highly idealistic thought but it would still be nice. But that’s why I’m not a politician and try to avoid the how arena like the plague. It’s just so dirty.

When are we going to get the real story on the center, when will the audit come back, why was it not in on time with the rest of the municipal audit. Do we really use the center to provide cheap accomadation for the Westcastle ski hill. People are running around saying that we have no where else to put all the groups out of the old hospital. What about the MDM, ELKS HALL, ALBERTA STELLA ARENA. Are they all full and used 52 weeks of the year. Can I ask why the old hospital is so important. We have empty building all over town could they be used.
How long as the center been around, how much money is poured into it over the years. Could we not use that land for other purposes. Who owns the building/land, if its the town why is a board telling them what they can and can not do. This four to three thing why is it such a big deal, didn't Irwin have the majority for a long time.
Just a few questions
At last it looks as if the centre is going to be closed.Way to much time ,money and infighting has happened.So now is the time to move forward.
Beautify the CNP??Can not and will not happen unless the mayors yard is first on the list.
Create jobs other than tourism and retirement??Almost impossible, to far away from suppliers and such.Therefore we better focus on tourism.How do you get them here and keep them here.I think the average tourist needs to be kept busy and the kids better have fun.So how about a rec centre with a wave pool and water slides(think sylvan lake)How about a chair lift.Maybe one of those half pipe things for the snowboarders.We already have world class fishing ,golf, cross country skiing,quading and sledding trails.Hiking trails could use some work but could be up to higher standards pretty fast.Just a few ideas and yes I am willing to payhigher taxes to get the CNP moving again.And lastly to learn to get along again as a community ALL working together.
The old hospital has to go! It is ugly and has served its purpose. An old and broken front tooth of a community who tries to smile but can only manage to grin. I is costing us way, way more than we realize because it says all about the type of community we are.Cheap do come at a cost.
What does it cost to put a layer of paint on the business buildings in town?
More than the actual cost because it takes energy and commitment.
They complain but does not realize the negative impact not doing it has on their livelihood.
Visitors and tourists remembering us and coming back has to be earned.
well the apperance of a commnuity is often a reflection of the communities leadership. I have heard nasty rumours about the apperance of some of their homes. Would anybody have the ability to post pictures of each member of councils home?

Why does council pussyfoot around this issue..if the center is self sufficient like they say they are PAY THE BILL....the whole thing is a joke.
Some of council does not pussyfoot around with this issue, thats why it was brought out of camera.

Would it be possible to post the Crowsnest Center's room rental rates along with what they charge to cater events? It should be public record..and would be very interesting!!!

I would love to tell you what the rates are, we have requested numerous times for the different lease and rental rates and we are basically given the excuse that those are protected by FOIP (Can't tell us).
I keep waiting for our Community Services director to tell us that the rates for MDM can not be revealed to Council because they are protected by FOIP.
Remember the Crowsnest Centre is the property of the Municipality!

I cannot believe that whoever manages the Center thinks they fall under the freedom of information and protection of privacy act. I would love to have a business that can keep everything private and still try and get money for my gas bill etc. You and I both know this is a crock!!!!
