Oct 29 Organizational Meeting of Council

Highlights from the first official meeting of council:

We had a brief session from 5-6pm for council to meet most of the administration team.

At 6pm we were all sworn in to our positions by Doug Young followed up by our official council picture which will be posted on the Municipal Web site shortly.

At 7pm in front of a packed house we started of with the organizational meeting, Mayor Painter in line with past practice had spoken to all members of council regarding their preferences for which committee's very would like to sit on and handed out the appointments, these are reviewed every year at the first meeting in October:

This list was approved by vote of Council, with one exception a Motion was brought forth by Councilor Ward to address the Policy Cmt that is currently in place. Presently made up of the Mayor, two councilors and the CAO, there will be a meeting of this committee in the next two weeks with all members of council invited to consider the option of disbanding this committee and directing its work load to the G+P committee with a recommendation coming back to council on Nov 19th.

Last issue for the Organizational meeting was the deputy Mayor rotation, policy states that all councilor's will sit in the Deputy Mayor position for two months of the year. To keep it simply it was agreed by council that the rotation would be filled alphabetically for the next twelve months beginning with Councilor Antil.

A new beginning in the Crowsnest Pass.

This time last week the silent majority in the Crowsnest Pass were no longer silent. They spoke very clearly and obviously they were not happy with the path the leadership of the community was on. So your new council looks very different to the previous one, never the less it is time to move forward.

So now the work begins, your elected officials were given a list of all of the committee's of council with their terms of reference and have submitted their preferences to the Mayor.

There will be an organizational meeting of council tomorrow night at 7pm where the committee appointments will be debated by council, there will also be a rotation put in place for the Deputy Mayor position which each councilor is required to sit in for a period of two months.

There will be a short special council meeting after that to deal with upcoming conventions, council orientation, and facility tours, these are done by every new council.

As far as the new council where it goes from here? regular council meeting will start Nov 5, 7pm in council chambers. All of the candidates ran for office based on their own particular platform, will everyone of us get our own way on every issue? I doubt it. Will everything at the municipality and the way we do things change over night? I doubt that to.

What I am sure of; is there will be many questions asked, and there will be a lot of work ahead for all of us.

Organizational meeting:

Committee Appointments: The only change made during this process was Councilor Mitchell took a position on the Ag Services Board then in turn Councilor Saindon took Mitchell’s place on the Municipal Bargaining Committee.

(The significance of this will be revealed in the next few months as the collective agreement with CUPE expires December 31st)

Motion to accept passed unanimously.

Deputy Mayor: Councilors Gallant and Londsbury agreed to switch positions in the rotation.

Motion to accept passed unanimously.

Council Meeting of October 18, 2011

Public Hearing: None

Adoption of Agenda: Acting CAO Myron Thompson added a personnel item under In Camera. Also requested Council to defer Item B under other Business to a later date. Motion to accept the Agenda as amended was passed unanimously

Adoption of previous minutes:
Minutes of the Council Meeting of Oct 4, 2011, with a minor correction. Motion to accept was passed unanimously

Delegations: None

Administrative and Agency Reports:
1. Kim Lutz-Appointments to the Agricultural Services Board Council passed a motion to accept Kim Lutz’s recommendations for the Board unanimously.

2. Enmax Contract- Motion to accept passed unanimously.

3. Request to lease road allowance-This involves a garage that as been sitting on municipal property since the late 1970’s on 18ave in Coleman. Motion was made by Councilor Mitchell to have the owner remove the garage at their expense by April 31st 2012. Motion to accept was passed by a vote of 5-2 (Saindon and Gallant opposed)

Business arising from the Minutes: None

Correspondence:
1. Royal Canadian Legion Coleman branch. Looking for council member to attend Remembrance day services.

2. Municipal Heritage Board request for funding. They requested the municipality pay for the costs of accommodation and travel to attend a conference. Council informed administration that there was no money in the budget for these types of requests. Motion to deny the request was passed unanimously.

Committee Reports:

1. Minutes of August 23, 2011 G+P committee meeting, no discussion. Motion to accept passed unanimously.
2. Minutes of September 13, 2011 G+P committee meeting, no discussion. Motion to accept passed unanimously
3. Minutes of August 31, 2011 Subdivision and Development Board. Question raised regarding a retaining wall built in Bellevue, CAO Thompson told council the wall must be removed by the end of the month or legal action will begin. Motion to accept passed unanimously

Bylaws:
1. Bylaw 834, 2011- Regulated Rate Tariff (all 3 reading). Motion passed first reading unanimously, second reading passed unanimously, consideration for third reading passed unanimously, third reading passed 5-2 (Saindon and Saje opposed)
2. Bylaw 835, 2011 –Default Supplier Tariff. (all 3 reading). Motion passed first reading unanimously, second reading passed unanimously, consideration for third reading passed unanimously, third reading passed 5-2 (Saindon and Saje opposed)

Note: Several councilors complained about being forced by administration to vote on all three readings of the bylaws above. They did not have to, unlike most issues presented at council that require a majority of council to support them before they take effect. Bylaws can only be given all three reading at one meeting only if after second reading all members of council vote in favor of allowing third reading to take place any one councilor could have forced this issue to be readdressed at the next council meeting.

Other Business:
1. Municipal Heritage Board Appointments/Advertising for new members. Council appointed John Kinnear by unanimous vote to sit on this board to represent the Ecomuseum board. No motion made to advertise the other vacant position.

2. Property Tax Bylaw 821,2011 deferred to a later meeting.

Crowsnest Pass, First Council Meeting Oct 26 2010

It was sure different after six years and probably somewhere between 2-300 meetings in Council Chambers to sit on the other side of the room. But never the less I did and will attempt to attend when I can because this community and what happens to it is very important to me.

The meeting started with the Organizational Meeting, the swearing in and introduction of the new council members, then the various committee appointments were made which the public was not provided a copy of, but I imagine will be available soon.
That meeting was adjourned then the Mayor went on to the regular meeting of council.

Very light agenda (normal for the first meeting).

CAO Lundy spoke about the following:
Highway 3 and the need to meet with Darrel Camplin from Alberta Transportation
Meeting with senior RCMP regarding enhanced policing for events such as Thunder in the Valley
Repairs Off Road Vehicle Trails
Lack of program for Pine Beetle issues on private lands

Each department head then did a short speech to introduce themselves and their departments.

Other Business Included:

Mayor Decoux will be bringing forth a motion to strike up his Task Force.

The Mayor handled himself in what appeared to me to be a very professional manner, due to the lightness of the agenda none of the councilors really had the opportunity to be very involved.
