Councilors not clear on increasing Municipal debt load? Do we really know what's going on?

Imagine going through a budget process, then two months later Two councilors indicate that they didn't realize the Municipality was assuming over half a million dollars in term debt.

Yes I believe your Taxes are going up.
This council got caught up in the no tax increase hoopla, but anybody thats been around municipal budgets for a while. Understands that the mill rate is affected by a number of factors, the municipal budget requirements, the ASFF, and the Seniors Housing Assessment.
If any one of the three goes up then the others have to be adjusted downwards to maintain no tax increase.

Maybe I'm wrong during the setting of the mill rate bylaw any councilor can move an amendment to reduce the municipal portion to offset the ASFF.
